OK, the test file is attached. You need to zoom in so that the rulers show 1/2-pixel tick marks in order to see the issue. The test lines are in the upper-left corner. As you can see, the vertical lines always snap to pixel boundaries, but the horizontal lines do not. Having spent my entire career as a software engineer, the fact that the vertical lines behave differently than the horizontal lines suggests that there is something amiss regarding the code that handles horizontal lines.

I can confirm this is expected behaviour, when using the arrow keys to 'nudge' objects, they will always use the default nudge value (1px) - regardless of snapping settings.
Dan, thanks for the reply. You are correct regarding turning off Move by Whole Pixels gives me a workaround to get horizontal lines on a pixel boundary. Once I do that I can move the H/V lines to the edge of the solar disk and read off the coordinates from the rulers. I just don’t understand why AP allows me to create a horizontal line that’s not on a pixel boundary when I have snapping enabled. That needs to be corrected in a future release. In the meantime, I have an easy workaround for me to continue my work.

By the way, here’s why I’m going through this exercise: in 2017 I took a series of photos of the solar eclipse. Using Photoshop (at that time,I didn’t know that AP even existed), I processed the images using radial blur and various implementations of Apply Image. But, in order to use radial blur, I have to crop the images so that (1) the solar disk is in the center of the images and (2) all images are the same size. If I can get the same results from AP as PS, I can get out from under the “monthly ransom” I pay to use PS.

I have a series of solar eclipse photos where I need to place the solar disk at the center of the image. To do this, my first step is to determine the top, bottom, left and right boundaries of the solar disk. I do this by creating a set of lines (using the Pen Tool in Line Mode), 2 vertical and 2 horizontal, and placing them against the edge of the solar disk and read the pixel values from the rulers. I have snapping turned on so the lines will snap to pixel boundaries. See below:

Disabling Move by Whole Pixels will allow you to realign the curve with the exact pixel grid. Once you've moved this back to a whole value, you can reenable this snapping option and you should find the curve now acts the same as the vertical line.

Thanks for the file provided! I can see the Horizontal curve is already on a 'part pixel' value, specifically Y = 29.7px. With both Force Pixel Alignment & Move by Whole Pixels active, then the application will only move the object by whole 1px values. This means the Horizontal line will be 'stuck' on the 0.7px fractional value when moving the curve.
I will try your suggested methods (I have never used them before; I'm still learning AP), but my main objective was to report a bug. Is there another preferred method for filing bug reports?
This is where the problem starts. What I discovered is that the vertical lines will snap to pixel boundaries, but the horizontal lines will not. I have tested this with both the latest release version and the latest Beta version. See below:
I see the unit „pt“ used, probably for stroke width. If you need pixel alignment, set all units to px to simplify the process. Otherwise a line of 1pt will be approx. 1.6px wide, making it hard to pixel align.
I will try your other recommended methods (Move/Transform & Guides) in the near future so I can better understand what AP has to offer.
I can send you the file, but I wasn't using the file when I generated the screen shots; I opened an empty file ("New...") and used the Flood Fill tool to create a background to make the lines visible.
